Blotter – March 1st to March 22nd

Been an active month for the police department having fielded over 80 calls for  service and initiated documented activities. Spring time is definitely upon us which is usually hallmarked by an upswing in activity around our town. This Post will be updated on April 1st with additional events to close out this months activity listings.

 

3/1/17

The Police Department received a request advisement on towing vehicles by a local business.
The Police Department responded to a medical situation at the Community Center.

3/5/17
The Police Department assisted Jackson County in looking for a stolen automobile.

3/6/17
The Police Department responded to a reported burglary and theft on 1st Avenue.
The Police Department performed a welfare check on Smith Avenue.
The Police Department responded to a report of a dog at large on 14th Street.
The Police Department responded to a request for advisement about an incident at the Post Office.
The Police Department assisted Jackson County with locating an auto theft suspect residing in the Heron Lake.
The Police Department responded to a report of a suspicious vehicle at the old feed mill.

3/7/17
The Police Department responded to Okabena to assist Jackson County look for a possible drunk driver.
The Police Department responded to a request for information regarding a case from 1997.

3/8/17
The Police Department responded to a report of a dog at large on Ice Road.
The Police Department performed residential and commercial junk vehicle sweep multiple notifications to be sent.
The Police Department received a report of a black and yellow lab sometimes being loose in mornings near intersection Chapman and 10th Street NW.

3/9/17
The Police Department performed extra patrol near and around school and bus drops.
The Police Department stopped a driver for speeding on Lakeview Street.

3/10/17
The Police Department received a report of a loud vehicle occasionally parking and racing out of the Heron Lake Apartments parking lot.

3/11/17
The Police Department received a report of vehicle failing to obey stop signs on 3rd Avenue Near 11th Street.
The Police Department meet with several business owners and residences regarding public nuisance and junk vehicle notification.

3/12/17
The Police Department received a report of vehicles driving too fast on 4th Avenue near 14th Street.
The Police Department responded to a medical on 4th Avenue.
The Police Department responded to a 2nd medical on 4th Avenue.

3/13/17
The Police Department issued snow removal violation ticket(s).
The Police Department performed traffic monitoring around the elementary school and Heron Lake Apartments.
The Police Department performed traffic monitoring on 3rd Avenue Stop Signs.
The Police Department performed traffic monitoring on 4th Avenue.
The Police Department investigated a report of snow being pushed up into a residential driveway by county snow plows.

3/14/17
The Police Department received a request to look into methods of residential nuisance bird control.
The Police Department received a request to have a vehicle moved from in front of a dumpster.
The Police Department received a possible scam letter sent to a local business.
The Police Department received another report of vehicles driving carelessly while leaving Heron Lake Apartments.
The Police Department received a report of suspicious activity ongoing at a residence.
The Police Department performed traffic monitoring around the elementary school and Heron Lake Apartments.
The Police Department performed traffic monitoring on 3rd Avenue Stop Signs.
The Police Department performed traffic monitoring on 4th Avenue.

3/15/17
The Police Department investigated a report of mail not being delivered.

The Police Department stopped a driver for driving after suspension, whom had been parking suspiciously at Heron Lake Apartments.
The Police Department stopped a driver for speeding in excess of 80 miles per hour on Highway 60.
The Police Department investigated a report of a suspicious vehicle driving around on Ice Road and 11th Street.
The Police Department impounded two dogs found running at large on 10th Street.
3/17/17
The Police Department performed random drug testing for Department of Corrections.
The Police Department responded to a report of children on top of the elementary school.
3/18/17
The Police Department responded to a reported suspicious vehicles and activity at Expressway.

3/19/17
The Police Department responded to a report of undergarments discarded in the city park.
The Police Department responded to a reported fight occurring in the Heron Lake Apartments Parking lot.
The Police Department stopped a vehicle for an equipment violation on 10th Street NW.

3/20/17
The Police Department responded to a civil-domestic dispute on 3rd Avenue multiple times.
The Police Department impounded a dog that had bitten it’s owner.
The Police Department assisted by the Minnesota State Patrol responded to a report of a possible drunk driver, driver was located and arrested on suspicion of impaired driving.
The Police Department performed traffic monitoring around the elementary school and Heron Lake Apartments.
The Police Department performed traffic monitoring on 3rd Avenue Stop Signs.
The Police Department performed traffic monitoring on 4th Avenue.
The Police Department responded to a report of young children throwing debris and dirt onto Lakeview Street, children were located and agreed to clean up their mess.
The Police Department received an after the fact report of criminal damage to property to a door in Heron Lake Apartments.
The Police Department received a request to perform random daily walk through patrols of Heron Lake and Prairie View Apartments.

3/21/17
The Police Department responded to a report of a small dog at large on 14th street.
The Police Department performed random drug testing for Department of Corrections.

Dogs Impounded

Dogs captured on 10th Street in Heron Lake. Owner(s) come speak the police department about getting your 2017 tags and advisement on our ordinance regulating dogs at large.

Snow Removal Alert

The City of Heron Lake will be in snow removal mode early tomorrow morning, please remove all vehicles from City streets and alleyways tonight. Vehicles found plowed around tomorrow will be issued tickets. Your cooperation is appreciated.

...WINTER STORM WATCH IN EFFECT FROM SUNDAY MORNING THROUGH
MONDAY AFTERNOON...

The National Weather Service in Sioux Falls has issued a Winter
Storm Watch, which is in effect from Sunday morning through
Monday afternoon.

* TIMING...Snow will spread across the region Sunday morning,
  becoming moderate to heavy at times through Sunday night. Light
  snow is expected to persist through Monday morning.

* ACCUMULATIONS...6 to 8 inches of snow is possible.

* WIND AND VISIBILITY...Southeast winds will average 15 to 30 mph
  on Sunday, then turn northerly Sunday night and Monday. The
  combination of gusty winds and falling snow will reduce
  visibility as low as a half mile at times.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Winter Storm Watch means there is a potential for significant
snow...sleet...or ice accumulations that may impact travel.

21 Property Owner to Be Sent Letters

March 8th 2017 – Spring Clean Up Update! First round of inspections has been completed today. Twenty one (21) property owners, including commercial properties, can expect to receive notification from our offices to remove, clean up and abate conditions that violate our Junk Vehicle and Public Nuisance Ordinances.

Honestly folks, look in your back yards and around your property, if you have vehicle parts, junk vehicles, unregistered vehicles, piles of scrap metal and junk auto parts, tires, appliances, empty auto fluid containers, etc… You should get ahead of the game and start the clean up, prior to receiving our letter.

Citations will be issued in April to property owners who fail to correct issues on their properties. Your cooperation would be greatly appreciated.
