Back to School Time!

Hope everyone had a great summer! Labor day weekend is upon us and then it’s back to school for our kids going to Heron Lake Okabena School and Windom Schools! As part of Safe Routes to School we would like to remind everyone to start watching for school activities again.

  • Kids walking and or biking to school in Heron Lake and Okabena.
  • Kids waiting for and being picked up/dropped off by school buses.
  • Increased traffic around the schools in the mornings and afternoons.
  • Watch for Stop Arms on Buses.

Charged Files – Laundromat Theft

8/26/2016 – Case Update – Criminal Charges have been formally filed against the following: Jacob Boe (33) of Lakefield Minnesota for the crimes of Criminal Damage to Property 1st Degree (Felony) and Theft (Misdemeanor). This in regards to the laundromat theft reported on 7/31/2016. Charges are pending on additional party(ies) involved with this case. Junk Vehicle and Parts Sweep

First round of our spring residential neighborhood junk vehicle inspections are completed. Today six  property owners have been sent citations and instructions on the removal or appropriate storage of junk vehicles, vehicle parts, and tires. Additional citations are going to be mailed out this week. If you are a recipient of a letter and citation please contact the police department in regards to your individual situation. 2015 – HLPD YEAR IN REVIEW


CHIEF’S MEMO: I am pleased to be submitting this annual 2015 report to the City of Heron Lake Council. 2015 flew by quickly and before we knew it, it was time to start tallying up the stats, reviewing the policies and setting our next year’s goals. 2015 was a good year for the police department and the community of Heron Lake. I hope that the current positive trends we have been seeing continue in 2016.

WORKLOAD & CALL VOLUME IN 2015

The Heron Lake Police Department continues its trend of having a significant call volume for a community of our size. The police department logged over 1000 calls for services and was the most active statistical year on record. This level of workload places the City of Heron Lake comparable to communities significantly larger than ours.

FEDERALLY TRACKED CRIMES IN 2015

The Heron Lake Police Department continues to experience UCR I and UCR II crime rates comparable to the recorded scores over the last five years.  UCR Crimes are federally tracked crimes including burglary, thefts, assaults, rapes, and other statutory crimes. (* see table ) These totals place The City of Heron Lake in the average range for non-metro communities in Greater Minnesota.

OTHER OFFENSES IN 2015

The Heron Lake Police Department documented a significant number of ordinance offenses. Out of over 90 logged violations and occurrences, nearly half were related to animal complaints including dog at large, unlicensed dogs, and animal bites. The next significant number for nearly a third of the incidents were public nuisance and junk vehicle events.

TRAFFIC OPERATIONS IN 2015

The Heron Lake Police Department utilized the squad car for 14,000 miles of patrol and necessary travel this year. We logged over 450 hours of stationary radar on our local roadways. Which resulted in over 280 traffic related incidents and events. The police department stopped over 150 drivers for speed related offenses, over 120 drivers non speed related offenses and 3 driving under the influence offenses. We issued 3 parking citations and responded to 15 vehicle accidents.

AGENCY ASSISTS AND MUTUAL AID IN 2015

The Heron Lake Police Department provided assistance to other communities and agencies in our region. In 2015 the police department logged over 110 agency assists. Most of which were logged while assisting the Jackson County Sheriff’s Department, the Minnesota State Patrol and our local Family-Human Services.

PUBLIC SERVICE IN 2015

The Heron Lake Police Department is proud of our commitment to providing community response and services, having logged over 400 public service related events and incidents. This category represents the largest volume of our generated statistics and represents a community who has needs and is willing to ask for assistance and advisement from the police department.

DEPARTMENT ROSTER IN 2015

The Heron Lake Police Department experienced turn over in the part time officer ranks in 2015. We lost Officer Erik Byro to the New Ulm Police Department last summer and hired Officer Ashely Markus to replace his position. Officer Jordan Behr obtained employment working as a part time officer with the Blue Earth Police Department and is actively seeking full time employment. I anticipate that we will have hire additional part time officers in 2016.

Department’s employing part time officers, it is not uncommon to have rapid turnover as officers depart for full time positions, after gaining valuable employment experience. We do however ask our part timer officers to provide at least one year of service upon hire but it is voluntary.

NOTABLE DRUG RELATED INVESTGATIONS IN 2015

The Heron Lake Police Department conducted two felony level controlled substance search warrants in 2015, based off of investigations conducted by our department. Which resulted in three community members being charged with felony level controlled substance violations.

TECHNOLOGY in 2015

The Heron Lake Police Department has been a State of Minnesota pilot agency for testing a state-wide web based e-citation (Electronically submitted Citations) program along with The Warroad Minnesota Police Deptartment.

In 2016 all agencies are required to comply with e-citation mandates set by the State of Minnesota. Implementing a cheaper alternative to purchasing expensive vehicle laptops, printers, supplies, secure internet-mobile access and records management software. The police department has moved into being first agency in Jackson County to go swing completely over to using e-citations meeting the mandated deadline set by the State of Minnesota.

The Heron Lake Police Department has switched over to e-charging for criminal complaints. This electronically filed secure web-based complaint system has significantly cut down on the number of trips to Jackson to physically sign and deliver criminal complaints.

The Heron Lake Police Department has switched over to e-DWI incident processing in 2015. This web based system has significantly cut down on the officer must spend in Jackson processing DWI arrests.

The Heron Lake Police Department has been utilizing body camera technology in 2015 with success. This useful tool has led to greater transparency in operations, providing greater levels of evidence in court and providing useful training feedback for new and experienced officers.

POST BOARD in 2015

The Heron Lake Police Department underwent a policy and training review by the State of Minnesota Peace Officer Standards and Training. The police department passed the review and was issued a certificate of compliance.

GOALS IN 2016

The Heron Lake Police Department has set goals in 2016 the first is to streamline and implement enforcement protocols regarding our junk vehicle and public nuisance ordinances. The department at the end of 2015 already has consulted with the City Attorney’s Office and received advisement to facilitate this goal.

The Heron Lake Police Department has set goals in 2016 the second is to beef up our field training and operations training procedures for new hires. The department began implementing new training procedures when Officer Markus was hired.

The Heron Lake Police Department has set goals in 2016 the third is to monitor developments in the ongoing state discussion on the use of body camera’s. Input by the police department through the Minnesota Chiefs of Police Association has already helped in determining legislation direction in regards to these tools.

The Heron Lake Police Department will continue to pursue the goals of providing community services and being a resource for our community. Looking for creative ways to utilize existing budgets and looking for cost effective alternatives when dealing with state mandates and necessary technology improvements.

With the next round of significant snow already falling.  Starting at noon 12/29/2015 (tomorrow), the City of Heron Lake will be plowing streets all streets. Please remove all parked vehicles, trailers, and other vehicles off of the streets to facilitate snow removal. Vehicles plowed around are subject to a $25.00 city parking ticket and possible vehicle towing at owners expense. Your cooperation is appreciated!

Fraud Alert – Grandparent Scam

** DECEMBER 23RD 2015  a Heron Lake Community Member received a phone call from a party claiming to be a relative needing bail to get out of jail. Call originated out of Atlanta Georgia. If you received a call like this please do not fall for this common scam. Check out the information below posted by the FBI regarding these kind of scams.

Don’t Let It Happen to You

You’re a grandparent, and you get a phone call or an e-mail from someone who identifies himself as your grandson. “I’ve been arrested in another country,” he says, “and need money wired quickly to pay my bail. And oh by the way, don’t tell my mom or dad because they’ll only get upset!”

This is an example of what’s come to be known as “the grandparent scam”—yet another fraud that preys on the elderly, this time by taking advantage of their love and concern for their grandchildren.

The grandparent scam has been around for a few years—our Internet Crime Complaint Center (IC3) has been receiving reports about it since 2008. But the scam and scam artists have become more sophisticated. Thanks to the Internet and social networking sites, a criminal can sometimes uncover personal information about their targets, which makes the impersonations more believable. For example, the actual grandson may mention on his social networking site that he’s a photographer who often travels to Mexico. When contacting the grandparents, the phony grandson will say he’s calling from Mexico, where someone stole his camera equipment and passport.

Common scenarios include:

  • A grandparent receives a phone call (or sometimes an e-mail) from a “grandchild.” If it is a phone call, it’s often late at night or early in the morning when most people aren’t thinking that clearly. Usually, the person claims to be traveling in a foreign country and has gotten into a bad situation, like being arrested for drugs, getting in a car accident, or being mugged…and needs money wired ASAP. And the caller doesn’t want his or her parents told.
  • Sometimes, instead of the “grandchild” making the phone call, the criminal pretends to be an arresting police officer, a lawyer, a doctor at a hospital, or some other person. And we’ve also received complaints about the phony grandchild talking first and then handing the phone over to an accomplice…to further spin the fake tale.
  • We’ve also seen military families victimized: after perusing a soldier’s social networking site, a con artist will contact the soldier’s grandparents, sometimes claiming that a problem came up during military leave that requires money to address.
  • While it’s commonly called the grandparent scam, criminals may also claim to be a family friend, a niece or nephew, or another family member.

What to do if you have been scammed. The financial losses in these cases—while they can be substantial for an individual, usually several thousand dollars per victim—typically don’t meet the FBI’s financial thresholds for opening an investigation. We recommend contacting your local authorities or state consumer protection agency if you think you’ve been victimized. We also suggest you file a complaint with IC3, which not only forwards complaints to the appropriate agencies, but also collates and analyzes the data—looking for common threads that link complaints and help identify the culprits.

And, our advice to avoid being victimized in the first place:

  • Resist the pressure to act quickly.
  • Try to contact your grandchild or another family member to determine whether or not the call is legitimate.
  • Never wire money based on a request made over the phone or in an e-mail…especially overseas. Wiring money is like giving cash—once you send it, you can’t get it back.

11-27-15 Search Warrant Executed

On 11-27-2015 4:00pm The Heron Lake Police Department assisted by law enforcement officers from the Jackson County Sheriff’s Department, Lakefield Police Department, and State Patrol executed a Heron Lake Police Search Warrant at 131 10th Street NW in the City of Heron Lake. Resulting in occupants Wilfredo Felix and Dawn Delotto, being charged with one felony count of 5th Degree Controlled Substance Possession each.
